Der von den USA vorgeschlagene 28-Punkte‑Friedensplan für die Ukraine sah unter anderem vor, dass die Ukraine bestimmte Gebiete abtritt, insbesondere die Regionen (Oblaste) Luhansk und Donezk im Donbas, ihre Streitkräfte reduziert, und auf einen NATO-Beitritt verzichtet.
